■Past main activities by ANMC21
・August 2000: The Meeting of Co-Advocate Cities of the ANMC21 (Kuala Lumpur)
Representatives of Delhi, Kuala Lumpur, Seoul and Tokyo gathered in Kuala Lumpur as co-advocate cities, and agreed to build the Asian Network of Major Cities 21 as a new framework of cooperation for further development of the Asian region, and calls on other candidate Asian cities to participate.
・June 2001: The ANMC 21 Working Level Meeting of Co-Advocate Cities (Tokyo)
Working-level officials of co-advocate cities (Delhi, Kuala Lumpur, Seoul and Tokyo) gathered in Tokyo, and examined the basic direction of ANMC21 administration and joint projects.
・October 2001: The First Plenary Meeting of ANMC21 in Tokyo
Representatives of participating cities gathered for the first plenary meeting in Tokyo, and launched the Asian Network of Major Cities 21, adopting the ANMC21 Charter and selecting joint projects to be undertaken by ANMC21.
・November 2002: The Second Plenary Meeting of ANMC21 in Delhi
The second plenary meeting was held in Delhi to report the progress of joint projects, and approve two new projects “Network for Crisis Management” and “Promotion of Asian Business and Investment Project”.
・November 2003: The Third Plenary Meeting of ANMC21 in Hanoi
The third plenary meeting was held in Hanoi to report the progress of joint projects, and present a special report on the outbreak of “SARS” in Asia.
・November 2004: The Fourth Plenary Meeting of ANMC21 in Jakarta
The fourth plenary meeting was held in Jakarta to present a special report on “infectious disease control”, and approve two new projects “Youth-to-Youth Program” and “Countermeasures to Combat Infectious Diseases in Asia”.
・August 2005: Withdrawal of Beijing from ANMC21
Beijing withdrew from ANMC21 on August 30, 2005, bringing the number of member cities to 11.
・November 2005: The Ad-Hoc Meeting of ANMC21 (Tokyo)
Working level officials of participating cities gathered in Tokyo for an ad-hoc meeting. Following the withdrawal of Beijing and resulting cancellation of the 2005 plenary meeting, which was to be hosted by Beijing, this ad-hoc meeting was convened to decide on the hosting city for the plenary meeting to be held in 2006. Member cities confirmed their commitment to consolidating their partnership, and continuing to jointly take on challenges commonly faced by large cities. They agreed to hold the fifth plenary meeting in Taipei in April 2006.
・April 2006: The Fifth Plenary Meeting of ANMC21 in Taipei
The fifth plenary meeting was held in Taipei. Members agreed to hold a “joint project review” at ANMC21 to further enhance joint project activities.
・November 2006: The First Working-Level Meeting of ANMC21 (Bangkok)
Working-level officials of member cities gathered in Bangkok to examine the “joint project review”, agreed in the 5th plenary meeting in Taipei, and discussed tasks and proposals of improvement for individual joint projects.
・August 2007: The Second Working-Level Meeting of ANMC21 (Manila)
Working-level officials of member cities gathered in Manila to discuss concrete policies to bolster and invigorate the joint projects, and to formulate a draft of the final report on the joint projects review. Discussions were also held on the contents of policy dialogue and special reports to be made at the 6th Plenary Meeting.
・November 2007: The Sixth Plenary Meeting of ANMC21 in Manila
The sixth plenary meeting was held in Metropolitan Manila to adopt the Review of the Joint Projects (Final Report). The content of the report is the reconstruction of the projects, and drawing up a mid-term plan, etc. Also, a special report on “global warming” was presented, and members have agreed to work together to reduce the emission of greenhouse gases.
And the meeting approved a new project “ICT Initiatives for Urban Development”.
・August 2008: The Third Working-Level Meeting of ANMC21 (Kuala Lumpur)
A working-level meeting was held in Kuala Lumpur to consider the agenda and proceedings for the Seventh Plenary Meeting. Reports were presented on the mid-term plans for each of the joint projects to greater familiarise participants with the future plans for each other’s projects.
・November 2008: The Seventh Plenary Meeting of ANMC21 in Kuala Lumpur
The Seventh Plenary Meeting was held in Kuala Lumpur. Specific mid-term plans that will apply to each joint project for the next three years were adopted, and policy dialogue was held concerning flood control measures.
Further, a special report was made regarding activities for the promotion of sports and the Members were united in agreeing that ANMC21 will support Tokyo’s bid for the 2016 Olympics and Paralympics. In addition, the Development of Affordable, Safe and Fast Mass Housing Technology Project was adopted as a new joint project.
・July 2009: The Fourth Working-Level Meeting of ANMC21 in Bangkok
A working-level meeting was held in Bangkok to consider the agenda and proceedings for the Bangkok Plenary Meeting. Reports were also delivered concerning the state of progress of the "ICT Initiatives for Urban Development," the Joint Project adopted at the Manila Plenary Meeting held in 2007, and the "Development of Affordable, Safe and Fast Mass Housing Technology Project," which was adopted at the Kuala Lumpur Plenary Meeting in 2008, by Taipei and Manila, the respective organizing cities.
・November 2009: The Eighth Plenary Meeting of ANMC21 in Bangkok
In addition to reports on Joint Projects, Policy Dialogue was carried out at the Eighth Plenary Meeting in Bangkok concerning the topic of "Sustainable Tourism: Perspective on Cooperation among ANMC21 Members." Additionally, a Special Report on "Measures against Influenza (A/H1N1): Major Asian Cities Addressing Threats to Humankind" led into a keynote speech and reports from member cities. The Meeting wrapped up with the adoption of the Bangkok Declaration, a general agreement of member cities to band together to approach such matters as tourism policy and measures against Influenza A-H1N1.
・July 2010: The Fifth Working-Level Meeting of ANMC21 in Tokyo
A working-level meeting was held in Tokyo to consider the agenda and proceedings for the Tokyo Plenary Meeting. Discussion was also hosted concerning the PR of each Joint Project, the future development of the Network, and a review of the Mid-term Plan (FY2008-FY2010), which was adopted at the Seventh Plenary Meeting in Kuala Lumpur. Participants were urged to display PR booths of their respective cities at the ANMC21 Exhibition, which is to be held in conjunction with the Tokyo Plenary Meeting.
・November 2010: The Ninth Plenary Meeting of ANMC21 in Tokyo
The 9th Plenary Meeting of the ANMC21 was held in Tokyo from November 7 to 10. The meeting featured implementation reports on joint projects from each member city as well as policy dialogue on the theme of “To Reduce Environmental Load in Asia’s Major Cities” and a special report on the “Promotion of Industry and New Technology Development.” In addition, leaders from private sector companies were invited to give lectures on relevant themes to the meeting. The meeting culminated in the signing of the Tokyo Declaration in which member cities reached a consensus on the goals of promoting public-private cooperation and aiming to establish a multifaceted collaborative network in a wide range of fields focused on environmental issues, industry and new technology.
・June 2011: The Sixth Working-Level Meeting of ANMC21 in Seoul
At the Sixth Working Level Meeting held in Seoul contents to be made at the 10th Plenary Meeting in Seoul scheduled for October 2011 were discussed. Additionally, discussions concerning PR for each Joint Project and a review of the Mid-term Plan (FY2008-FY2010) adopted at the Seventh Plenary Meeting in Kuala Lumpur took place. Expanding private-sector participation in ANMC21 projects was also discussed.
・October 2011: The Tenth Plenary Meeting of ANMC21 in Seoul
The Tenth Plenary Meeting was held in Seoul. Presentations and active discussions on waterfront development and urban disaster reduction measures were given by member city representatives. Member cities agreed to share knowhow, technology and experience in these areas.
* The next plenary meeting is scheduled to be held in Singapore in 2012.
